Cloud technology helped them digitally transform rapidly to better serve citizens while staying resilient and secure. As we begin 2023, we look at what\u2019s next for public sector technology, and how public sector organizations can continue to adapt and innovate to successfully navigate the constantly-evolving global landscape and changing needs of their end users and constituents.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">1. Greater adoption of AI and ML to advance mission outcomes<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">When&nbsp;AWS&nbsp;started our public sector business in 2010, customers were primarily attracted to cloud for two reasons: to save money, and to promote efficiencies by hosting websites on the cloud and using cloud storage. Over the decade, our public sector customers have grown more sophisticated in how they leverage cloud, and are now realizing additional benefits and potential. They\u2019re seeing increased business agility and scalability, which helped them quickly build and implement new services for citizens, from&nbsp;<a href=\"https:\/\/aws.amazon.com\/blogs\/publicsector\/singapores-ihis-scales-vaccine-operations-with-aws-meet-evolving-on-the-ground-requirements\/\" target=\"_blank\" rel=\"noreferrer noopener\">creating nationwide vaccination platforms in a matter of weeks<\/a>, to launching&nbsp;<a href=\"https:\/\/aws.amazon.com\/blogs\/publicsector\/bali-uses-the-cloud-to-fight-covid-19-misinformation-and-save-lives\/\" target=\"_blank\" rel=\"noreferrer noopener\">apps to tackle misinformation during the pandemic<\/a>. They\u2019re also&nbsp;<a href=\"https:\/\/aws.amazon.com\/solutions\/case-studies\/ehealth-nsw-case-study\/\" target=\"_blank\" rel=\"noreferrer noopener\">modernizing infrastructure to save time and improve performance<\/a>, so they can redirect resources to deliver more value to their end customers. Today, public sector customers are looking to leverage the cloud for more advanced technologies such as artificial intelligence, machine learning, and Internet of Things to drive further innovation and efficiencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, the&nbsp;<a href=\"https:\/\/aws.amazon.com\/blogs\/publicsector\/zero-waste-zero-hunger-using-data-ai-reduce-food-waste-south-korea\/\" target=\"_blank\" rel=\"noreferrer noopener\">Zero Waste Zero Hunger (ZWZH) program<\/a>&nbsp;in South Korea is using data and artificial intelligence (AI) to reduce food waste. At the heart of the program is an AI-based three-dimensional (3D) food scanner, which analyzes food consumption and provides insights to both cafeteria managers and diners. The scanner uses AI and machine learning (ML) to analyze the leftover food, identifying food waste by type and cost and gathering quantitative data that helps cafeteria managers optimize food inventory, quantity, and menu options. In South Korea, cafeterias implementing ZWZH reduced overall food waste by an average of 30%, while on-plate food waste was reduced by up to 42%.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In time, we expect that virtually every application will be infused with AI and ML to help drive mission outcomes, lower costs, save valuable time, and more. To get full benefits from ML, it\u2019s important to have relevant and high-quality data to inform ML models. For that reason, we recommend organizations create data management strategies that will continuously improve the integrity, access, and security of their data.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">2. Using cloud to improve citizen experiences<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Today\u2019s citizens expect a frictionless experience when interacting with government. Their banks, stores, and hotels do a great job knowing them, predicting their needs, and satisfying them in surprising ways\u2014and they now expect public sector organizations to do the same.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And many are rising to the challenge. More governments and public sector organizations are increasingly relying on the cloud to deliver the right resources at the right time, ranging from unemployment insurance to human services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Malaysia, its national postal and courier service provider&nbsp;<a href=\"https:\/\/reinvent.awsevents.com\/content\/dam\/reinvent\/2022\/documents\/press-kit\/aws-media-alert-pos-malaysia.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Pos Malaysia is migrating to&nbsp;AWS<\/a>&nbsp;to make transactions smoother with new digital, customer-centric solutions while reducing IT costs by 50%. Pos Malaysia will be leveraging&nbsp;AWS&nbsp;to build an integrated data platform, so that they can better understand customer demands, find delivery efficiencies, and improve operations across the country. In India, the&nbsp;<a href=\"https:\/\/press.aboutamazon.in\/news-releases\/news-release-details\/government-telangana-accelerates-egovernance-and-transforms\" target=\"_blank\" rel=\"noreferrer noopener\">Telangana state government is using&nbsp;AWS&nbsp;to enhance the delivery of citizen services<\/a>&nbsp;by its 33 departments and 289 organizations, from hospital care to property tax payments. For example, by using&nbsp;AWS, Aarogyasri, a state organization in Telangana facilitating health insurance implementation, saw improved uptime, which helped more than 500 Telangana hospitals to focus on prioritizing patients rather than solving outages. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the years ahead, a commitment to enhancing and personalizing citizen experiences will become more pervasive as we continue to advance analytics, internet of things (IoT), and ML, and as governments become more familiar with deploying these technologies.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">3. Experimenting with quantum computing<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Quantum computers promise to speed up computational tasks that are beyond the reach of conventional computers. And with cloud, organizations no longer need to be one of the world\u2019s largest companies or most advanced research institutions to leverage this powerful technology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A few years ago,&nbsp;AWS&nbsp;launched&nbsp;<a href=\"https:\/\/aws.amazon.com\/braket\/\" target=\"_blank\" rel=\"noreferrer noopener\">Amazon Braket<\/a>, which enables customers to experiment with different types of quantum hardware. For the first time, Amazon Braket made it possible to compare different quantum technologies side by side and to switch between them by changing only one line of code. We also recently established the&nbsp;<a href=\"https:\/\/aws.amazon.com\/blogs\/quantum-computing\/announcing-the-opening-of-the-aws-center-for-quantum-computing\/\" target=\"_blank\" rel=\"noreferrer noopener\">AWS&nbsp;Center for Quantum Computing<\/a>&nbsp;at the California Institute of Technology (Caltech), a pioneer in the fields of quantum computation and quantum information; the&nbsp;<a href=\"https:\/\/aws.amazon.com\/blogs\/quantum-computing\/announcing-the-aws-center-for-quantum-networking\/\" target=\"_blank\" rel=\"noreferrer noopener\">AWS&nbsp;Center for Quantum Networking<\/a>, with a mission to address these fundamental scientific and engineering challenges and to develop new hardware, software, and applications for quantum networks; and the&nbsp;<a href=\"https:\/\/aws.amazon.com\/quantum-solutions-lab\/\" target=\"_blank\" rel=\"noreferrer noopener\">Amazon Quantum Solutions Lab,<\/a>&nbsp;where we are helping customers to accelerate the development of quantum solutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In India,&nbsp;AWS&nbsp;collaborated with the Ministry of Electronics and Information Technology (MeitY) to set up the&nbsp;<a href=\"https:\/\/aws.amazon.com\/blogs\/publicsector\/meity-quantum-computing-applications-lab-qcal-boosts-scientific-industry-focus-for-second-cohort\/\" target=\"_blank\" rel=\"noreferrer noopener\">Quantum Computing Applications Lab (QCAL)<\/a>, to provide scientific, academic, and developer communities access to a quantum computing development environment aligned with the India government\u2019s science and technology priorities.&nbsp;Last year, the Australian National University used&nbsp;AWS&nbsp;to launch a&nbsp;<a href=\"https:\/\/www.afr.com\/work-and-careers\/workplace\/anu-scientists-turn-random-numbers-into-dollars-20220422-p5afcy\" target=\"_blank\" rel=\"noreferrer noopener\">number generator to generate truly random numbers unaffected by human bias, at high speed and in real time<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While still in its infancy, we believe that quantum computing has immense potential and is something we will continue to invest in. As it becomes simpler for organizations to experiment with quantum computing, we encourage our public sector customers to explore what quantum can do for their mission.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">4. Increased access to digital twins and large-scale simulations<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A digital twin is a live digital representation of a system and all of its physical and digital components. It is dynamically updated with data to mimic the true structure, state, and behavior of the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the concept of digital twins is not new and dates back to&nbsp;<a href=\"https:\/\/blogs.sw.siemens.com\/simcenter\/apollo-13-the-first-digital-twin\/\" target=\"_blank\" rel=\"noreferrer noopener\">the early days of the space program<\/a>, the cloud is making the technology much more accessible so all of our customers can build and run simulations at scale. Organizations no longer need special hardware or in-house expertise to reap the benefits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example,&nbsp;<a href=\"https:\/\/aws.amazon.com\/iot-twinmaker\/\" target=\"_blank\" rel=\"noreferrer noopener\">AWS&nbsp;IoT TwinMaker<\/a>&nbsp;is a service that allows customers to build operational digital twins of physical and digital systems. The service creates digital visualizations using measurements and analysis from a variety of real-world sensors, cameras, and enterprise applications. And just recently at re:Invent 2022, we announced&nbsp;<a href=\"https:\/\/press.aboutamazon.com\/2022\/11\/aws-announces-aws-simspace-weaver\" target=\"_blank\" rel=\"noreferrer noopener\">AWS&nbsp;SimSpace Weaver<\/a>, a fully managed compute service that helps customers build, operate, and run large-scale spatial simulations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We\u2019re already seeing public sector customers take advantage of these technologies, like the University of Miami Miller School of Medicine. Earlier this year, the school&nbsp;<a href=\"https:\/\/physician-news.umiamihealth.org\/university-of-miami-medical-researchers-accelerate-future-of-personalized-wellness-with-the-milbox\/\" target=\"_blank\" rel=\"noreferrer noopener\">announced a research project<\/a>&nbsp;designed to create an individual\u2019s \u201cdigital twin\u201d using health and environmental data collected from in-home and on-body sensors. Once created, healthcare practitioners use the digital twin to virtually test and evaluate various treatment options and potential outcomes before applying them in the physical world. This is a major advancement that can help deliver precise, personalized medicine based on data collected directly from an individual and their local environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the barriers to entry continue to lower, we predict that more and more public sector organizations will use digital twins to solve their unique mission challenges.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">5. Commercialization of space<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The extraordinary growth across the global space industry is creating incredible opportunity for innovation. In 2021, the space industry grew at its fastest pace in years. And of 1,022 spacecraft placed in orbit during the first six months of 2022, the majority\u2014<a href=\"https:\/\/www.businesswire.com\/news\/home\/20220727005344\/en\/Space-Foundation-Releases-The-Space-Report-2022-Q2-Showing-Growth-of-Global-Space-Economy\" target=\"_blank\" rel=\"noreferrer noopener\">958<\/a>\u2014were from the commercial sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AWS&nbsp;helps lower the barriers to entry that organizations in the space industry commonly face, including high latency, limited-bandwidth networks, and infrastructure. We\u2019re seeing organizations of all sizes being able to play a part, because&nbsp;AWS&nbsp;gives them the infrastructure, the speed, and the security they need to be successful. Even small organizations can have a big impact by leveraging the cloud for the space missions of tomorrow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, the company Lunar Outpost is using AWS digital engineering tools such as AWS RoboMaker to develop and test a new rover that will autonomously navigate the Moon\u2019s surface and help scientists explore the lunar south pole for the first time. AWS digital engineering tools are integral for testing the robots in a variety of harsh operating conditions in preparation for the first rover\u2019s upcoming launch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We also support governments to achieve their space goals and accelerate space innovation. For example,&nbsp;AWS&nbsp;is collaborating with the Office for Space Technology and Industry in Singapore to support the country\u2019s focus on space as a potential new industry for economic growth and technology development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Space innovation can come from anywhere, and we\u2019ll continue to see both government and commercial customers innovate new approaches to space missions.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Looking ahead<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Organizations with strong digital foundations have proven to be better positioned to move faster and maintain continuity for those they serve. Having the right tools in place will help organizations prepare and respond to any circumstances yet to come, while also helping drive the next wave of innovation.
